Add an iris shape in the camera tag settings to alter the shape of the bloom. Then you can do something similar to what you can do in either Cycles or Redshift but in Arnold it's called blooming. Choose Arnold Imager effect - then set the drop down to Lens effects. In the render settings, you can add an effect.
